Not all mods not showing up in sell option

Is anyone else having this problem? I noticed that one of my mods is not showing up in the area for selling them so I thought I'd count how many aren't able to be sold. I currently have 36 unassigned mods and of those 36 only 13 are showing up in the sell window. I thought maybe they were locked but that is not the case. They are also not a part of any load out.

I'm curious if anyone else is having this issue and if you've been able to get them to be sellable?

I have submitted a bug report for this to be safe but I highly doubt it will be looked at any time soon.

    Another cause of this problem is when you put a lock on a mod. I had a few grey locked mods which I couldn't sell untill I unlocked them.
    Doesn't have to be part of a loadout.

    I had this issue too didnt show in load out so I deleted all load outs still didnt show deleted game reinstalled and was able to sell it.
