Learn to play against hound, it has weaknesses and strengths as well.
As for taking a turn, try reading the kit, hound gains tm whenever an ally is hit, stop hitting his allies and giving him tm.
You would be better off asking for assistance with what you have, or searching to see what works. If you keep taking a match to a water fight .. well . .
