Who says it's whale infested waters? GR has been an extremely high priority faction for nearly a year now. A lot of F2P players have gone hard on them, went right for Negotiator, and have a high relic GR fleet. Same's true with Malevolence fleets. And a lot of players on mature shards are in very powerful guilds that can do well on Geonosis.
Folks get stuff without spending, y'know.
