Palpatine is broken
Guaranteed to stun at least 3/4 of your squad if he gets to attack. Absolutely overpowered leader ability. Can basically solo 100-0 your team. How is this balanced even a little?

I find that between the probability factor and the high level of speed stats that even when it lands it doesnt last long enough to matter. His shock is def powerful, have to play smart with him, hes no Wiggs lock-n-load.
