Palpatine is broken
Guaranteed to stun at least 3/4 of your squad if he gets to attack. Absolutely overpowered leader ability. Can basically solo 100-0 your team. How is this balanced even a little?

I would use him more if I had him at 7*. His use is only going to go up when a) his event comes again b) more people get ShT viable and c) Tie Pilot becomes farmable.
He's one of the best in the game. He's not ridiculous like Wiggs, but he is pretty insane.
