Seems like a simple fix to me.
Because a paper zombie isn’t ideal in all situations. On defense in arena/TW a strong zombie that can keep taunt and prevent other NS from getting Fractured/stunned/isolated is better. It shouldn’t be a choice, it should always be better to be strong.
