There are a lot of people who don't like the 5-7pm payouts for various reasons, but there aren't that many people with a completely wrong time zone set. That would only happen if you moved to another continent, were traveling when you started playing, or had your phone set to the wrong time, so it isn't all that common.
To add, or a VPN service that is based in another time zone, in the military deployed at the time of starting the game, studying abroad, or server error
