They clearly want GAC battles to be 2 defensive and 2 offensive fleets. To get there we need at least 1 capital ship. Just about the ONLY reason to add Hux is if he is to captain a capital ship. Of the 15 needed for the new kylo, expect a fleet battle, expect to need the FO SF Tie. Of the 15 needed for the new Rey, expect a fleet battle, there are only 3 resistance ships, expect a new one and a capital ship.
