Piett under Veers lead WAI?

Veers lead states, that imperial troopers gain 10% turn meter whenever they gain a buff. This doesn’t happen with The Emperor‘s Trap although it‘s clearly displayed as a bug being green. Is this working as intended? If yes, it should be displayed as a status effect.
