From my experience 2 things can trigger Thrawn to use his swap :
- Someone is debuffed : he targets the lowest protection debuffed ally
- Someone has less than 50% health : he targets this ally (I havent has the cas when he is the only one under 50% health)

when someone is debuffed, he targets the ally with lowest total health+prot even if that ally isn't debuffed or has full protection.
