Most abilities give you a percentage for that buff/debuff to occur, why don't we go by that rather than getting screwed over by potency? Balance characters tenacity if that would help too.
This change seems FAR easier than finding a way to balance potency and tenacity. Turn Meter Reduction being resisted was NOT a decision that EA or Capital Games tested at all. Obviously. If they had, then characters with turn meter reduction abilities would have also had their potency increased.
