I think the AI prioritises attacking the enemy with the lowest hp total about 75% of the time, unless there is some overriding thing like "always attack GAS" that some seem to have. It doesn't care that zombie will come back. It sees an easy kill and does it. It seems to have some rng to choose some other action, but from what I've seen "attack the weakest enemy" is the most likely action for the ai to take.
If this is changed it will make a huge difference across the whole game.
