Adding those gears to daily challenge wouldn't stop the endless farm. You would still need to farm those gears on level 9/10 that cannot be requested, and other yellow gears. So don't worry, people would still spend.
It's the same principle as making toons pay-packs only at the beginning, and then adding them to hard nodes, shipments or cantina. That doesn't stop people from spending.
