Drawing out fights benefits dodge teams as they last longer and dodge more. I'd say its more a shift away from dps and speed rather than dodge. I guess this is in line with their initial stated intention of making it more difficult to kill an opponent before they have a chance to move.
I suspect old ben lead teams and high health counter toons benefit the most from this change. Fives and aayla get an extra bonus given that counter debuffs have also been buffed.
