If you look on character stats at swgoh.gg you wikl see armor values displayed as a flat number, lets call this the armor rating.
There is a formula which relates armor rating to a damage reduction percentage. It is not 100% clear what the formula is except that it is subject to dimishing returns and possibly related to character level. It seemed to scale fairly linearly for a given character level. Previously, 130 armor was around 12% reduction and 350 armor around 25% at level 80.
Seems like the scaling of damage reduction per armor rating was increased, resulting in more % reduction.
Also, the way armor pen would interact with armor seems to be directly offsetting the rating. Both are flat numbers. This is not confirmed though.
