I'm really not the best person to ask about this sort of thing, but ...
... I don't think a minimum GP requirement for PG is outrageous. I can see why a lot of folks wouldn't like it, but they're already gating shards behind GP by making Hard mode Gold & Red crates the only places where you can get enough shards to unlock (in 3 or 6 months, respectively).
I do think it's weird and probably bad for the gate to be 4M instead of, for instance,
4M GP ...OR... getting max crate on GB:Conquest:Normal one time.
If you've beaten Conquest:Normal than you've proven you're someone ready to get shards by CG's own rules (since you get shards with Conquest:Normal/red crate).
I like that rule a lot better, but it would still lock a lot of people out and I'm sure that a lot of folks would still be unhappy with it.
Other than that? Well, they're currently selling the shards for 120 crystals each, so bothering to qualify for the event doesn't help a ton when the refreshes are basically selling the shards for 110 crystals each. That's not even a 10% discount, folks. Obviously you can get those first 20 shards/month free, so if you spend on one refresh/month you're effectively spending 55 crystals per shard (and that IS a large discount over not having proving grounds at all), but it looks like for folks who thought her shards were worth purchasing at 120 crystals before, they'll probably still be worth it since the alternative is nearly the same price. And for people who didn't think it was worth it before, well, 0 crystals/shard is even better and you can have that now that PG is here. If you were content with making no progress before, then making 20 shards/month is...better than that?
All told, PG doesn't seem like anything to write home about. There's now a slow, free way to get CAT much like there is a slow, free way to get Hermit Yoda. But neither of those options is particularly great, and the crystal-spending option isn't noticeably better than what we have now, so... a big whatevs?
