Will the rollback executed fairly! ?

Ok so the upcoming hotfix (rollback) will it be fair, or will it ensure that even people who didn't bother with conquest now will wield multiple maxed out DCs!? 

If those mats go out to everyone, and the upgrade price reduction is effective for everyone, that means people who had zero level 9s can buy a bunch from the DC store for shard currency and get massive advantages in GAC and TW that they did NOT earn? If so that would be extremely unfair to those who actually paid refreshes in Conquest to grind all the materials. Please clarify! Will this reroll reward those who didn't have any lvl 9s?

Those who farm DCs spend crystals on refreshes, and shouldn't be penalized to benefit those who didn't. Make sure that the next hotfix is fair, and not a free handout for those who didn't bother. This affects GAC and TW for 3 months....
