TL:DR: Few but not all people in your shard share your payout time. If you don't want trouble, don't attack people close to the top of the hour. What this means: If you are not a part of a shard chat...

The funnier thing is you're not making anyone mad. They don't want to knock each other back - you're just hanging a sign on your back that says "KICK ME!" - and they are delighted to oblige. :D
