I takes a lot of effort to coordinate and maintain a multiperson out-of-pay-period clock block. Even a good old fashion fight in your own pay period is more pain than it's worth. (If someone consistently blocks you, maybe it's not because they are greedy.. maybe it's because you have been sniping from the bleachers).

But for someone employing the "block everyone I can" strategy, people will make an effort.
