It's a good idea, but they won't do it unless they can make money from the idea. They might sell sims, but they'll be like 25 dollars for one sim and it'll be specific to a particular event or part of the game. Maybe they'll do a special, 2 sims for $49.99!
They release new planets in TB because that makes them cash from us building characters. Even if every character is bugged at release.
