Question about Tenacity and definition

I understand that any debuff goes through the multiplier Potency Vs Tenacity with some RNG to determine outcome but what I'm trying to understand or figure out is the definition for Tenacity...The gam...

Like scuba said, once you have a negative effect your stuck with it until its over. The only character I can think of that re-applies negative effects like that would be Darth Vader, but I don't think it can be resisted
