Question about the Coliseum.

Does this happen to you that when the boss reaches a certain percentage of health, you can only hit for 1 damage?
In my case, to level up Luke I need the reward given at 100% of Tier 2, but when I reach 10% I only hit for 1 This has been happening to me with all 3 bosses that have appeared so far.
