Question about Valor and Negotiator

The only place I see any text on what Valor does is on Endurance, and this text specifically says that Valor reduces Endurance’s ultimate cool down and gives bonus Tm to Endurance. However, negotiator seems to get these same bonuses.

Was that just a miss in the text descriptions for Negotiator?
