R9 fleet commander req makes it SUPERBORING. Everyone who has it has it equal as you dont have mods for ships. Oh huoh modded ships would make ships interesting instead of equal mirrors every time. But at least we got crons for toons to make them even more mess.
R8 would make it a choise not to go for R9.
Exe is great example you can have Pieet R8 or R9 but later very many take to R9 anyway. Still its variety.
Id rather have some other sinks to waste resources to acquire new ship. Anything but not Maxed capital.
