As you are not offering a lockdown period and e.g. Rancor T7 goes down in less than 10 minutes why not give everyone a chance for the rewards?
Cause it allows inactivity to get rewards which wouldnt be fair
So only post players who have been active in the last 24 hours to the leaderboard when the raid begins.
