It also shows very clearly that the skill gets upgraded to level 7 if it's not already at level 7. It's intelligent enough to know which ones will be upgraded and which won't (at least it gives the appearance of that). The only time you could argue that it's not misleading is if you buy the token directly and not through the character upgrade screen. It is objectively conflicting information.
