He counts himself as an ally:
Everyone over 100% health: 5x9 speed = +45 speed bonus to start
After that, whenever someone drops under 100% health one of the +9s turns to +15 so if everyone is under 100% health (or dead, dead people count too) it could be +75 speed.
His speed bonus isn't shown in his stats, and neither is the ackbar lead.
So it's whatever his speed stat shows, 132 + 45 + 21 (Maxed ackbar will give +25). So his starting speed will be 198
