Release Cadence
Anyone have a handle on the number of toons that have actually held to the release cadence presented to us vs. the number of toons that have received their own special cadence outside of the promised ...

It has not been realized (ex. Baze, DN never got to that last step). When tons of panic farming, premium toons (great if you have all the stuff to get the 7star on out of the bag, crushing when you don't), and (arguably) less popular/useful factions are being pushed, it is hard to find a satisfying answer to "Is there a way to keep up with the meta, TB, GW, all the toon releases while still feeding the fan in me who wants to farm my favorites?"
Answering that in the affirmative is not so hard when it takes a month to farm your "favorite" toon to 7 star (after waiting for them to get to the "easy to farm" stage), but really is rather difficult when your "favorite" gets stuck on a single hard node (or event that comes back 1.5 times per month, for example).

Unfortunately "the last step" as you put it was never stated as a goal or anything like that in the release cadence. The last step was always stated as a node or shipment and that's it. This is also the step that is being handled differently with the new toons.

The idea of the release cadence was to get them from "initial release" -->> "farmable", because there was a void in between those steps previously.
The release cadence was all about getting toons to farmable and that's it. How easy/hard/long the farm is from that point is another discussion that can be had but has nothing to do with the release cadence.
Your steps are a little mixed up.
1- event and packs (packs are both $ and crystals )
2 - chromium and shipments (crystals only)
3 - farmable ( free = time and resources)

You are convoluting the spirit/idea of something with implementation. For instance, as noted, with several new toons, things are being handled differently than the explicit implementation from the cadence post you referred to (and that has been mentioned by me and perhaps others in this thread...so we are well aware of it). As that implementation is different, one must either cry foul (i.e. "YOU DIDN'T DO EXACTLY WHAT YOU SAID") or ask, "Is this in the spirit/idea of what was claimed." Of course, the latter is subject to multiple interpretations.
"The release cadence was all about getting toons to farmable and that's it." According to the reference link, the intention of the release cadence was about:
* Give new character releases the pomp and circumstance they deserve.
* Release new characters more regularly to keep the game fresh.
* Get the characters into your hands!
* Additionally, for those of you that are able to complete the events and are so inclined to purchase packs, the events will enable you to progress part of the way to their 7 star version for free.
Let me highlight "Get the characters into your hands"! Let's not get hung up on "They're implementing exactly as they said they would." when the statement was "The spirit/idea is not being lived up to." Luckily, I assume "We’re going to be monitoring your feedback and the data as it comes in on these events and make the appropriate tunings to bring you the best experience we can." is still happening (which is why we all take the time to write this stuff).
