I'm not nearly end-game enough for your proposed solutions to do anything for me. But you've hit on some points that I've been feeling for a while.
- Players not seeing r9 as worth the investment is a simple matter of cost/benefit, one which CG screwed up by making it so absurdly expensive. They chose to make it incredibly difficult to do. And now they're complaining that not enough people are doing it. Simply, very few people have the resources to r9 anything that's not a requirement.
- There are so many fun characters that I'd like to bring up to usability, but Relic Delta has killed all of those plans. At the midgame where I am, g12 is (sometimes) the bottom edge of usability, and I have to be incredibly choosy about who I relic. I have incredible conquest characters—CAT, Malicos, etc.—who are just sitting around because I know g12s are about to be useless, and I'll need to relic up all my core teams, or else they'll be useless soon too.

What solutions would be more useful at your level? Not merely in making everything way easier, but in trying to be consistent with CG's intent to force a "build tall". priority on players who aren't inclined that way?
What is it that you're itching to get done that you won't do bc of this? Take marginal ppl to r1? Or take terrible toons to g12? What does the "build tall" imperative cost you, and how would you make it easier to bring up side projects that express player choice and personality without just making everything easier across the board?
