FO can do with HT although I would prefer a First Order tank/taunt of similar survivability. Without HT the fleet does not beat maxed Negotiator fleets. FO lacks a useful AoE and a cleanse ability. I regard these two more urgent. For cleanse I have to use Gauntlet.
I have been using FO in arena since April although I have Negotiator. Highest rank ever was 13. Against maxed Negotiator I win 4/5 and against maxed Malevolence maybe 2/5.
