take damage equal to 20% of their Max Health for each of the following: they are Shocked; they are a Jedi; they are a Rebel
There's nothing to indicate that this damage bypasses protection like the Plague does. So, it would still take a lot to chew through protection and into health deep enough to use Savage's special.
Yeah, 40% of GK's health is not much comparison to his protection pool
