It seems like a reasonable thing to do would be to have events that unlock abilities for characters already existing. Events of the dame difficulty as the R2 / Thrawn / CLS events, but instead of giving you a new character they improve a skill on a specific character to Zeta-level strength.
That way the older characters don't get left behind, but there is a progression gate to go through so that overpowered characters don't get universally handed out.
