Only in that it will be a 7* unlock. Comparing 7* to 7*, depending on where they are placed, it will likely be comparable to Thrawn, except that Thrawn required 5 characters that had just become farmable, rather than 2. And 7* Chimaera was simply impossible without getting at least one pack.
