These descriptions are not handed down on stone tablets. They can be changed as readily -- actually, more readily -- than the character abilities can be.

This is a "bug fix" because the dev says it's a bug fix. There was nothing inherent in the ability or the multiple counters that made it seem like a bug to me, nor any obvious contradiction with the description (as was the case with Ventress). Obviously the devs determine what is intended and make changes accordingly, but this is not actually the right place for the "buff" / "nerf" / "bug fix" high horse.
