For most of these type games, the p2w toons only get 2-3 months of exclusivity. This game has kept some exclusive for longer, but I would assume by March or April they will start showing up.
Any shorter and certain people won't pay for the next group, any longer and people won't pay for the next group.
I know that sounds crazy, but if it's shorter than 2-3 months then people won't think it's worth the money to buy them to 7* and will just wait til they are available in shipments, but any longer and no one will buy the next $100 pack for three toons. I chose not to buy the R1 pack, but if I had and it's November and I'm still at 3 and 4* with Jyn/cassian/chir I would be pissed and not buy the next pack.
Sucks when you can't use the toons you just spent $100 on in raids.
