Rotta the Hutt FDC not working as intended?

Unlocked the Rotta FDC today and tried a few Squad Arena battles and noticed that the performance of the Hutt Cartel team with Rotta lead is significantly worse than the solo Rotta experience. 

A solo Rotta vs a GL Leia team takes about 1 - 1 1/2 minutes to clear. Full Hutt Cartel is taking 4+ minutes and I end up losing most of the team dead and Rotta seems significantly weaker than solo. 

What is the point of this FDC?
