Still, I think it's pretty clear that depending on how you judge the power of factions (average power of each member of the faction OR total power of the whole faction which means that 5 strong toons + 50 bad toons is better than 10-15 good toons even though you can never use more than 5 at a time) Sith is either the strongest faction or the 2nd strongest, next to Rebels who do have some very strong toons, but also have many more terrible toons while the Sith have no terrible toons.
Based on that I would rather focus on other factions. Strengthening characters that are already very powerful is also low on my priority list, and thus also makes me wary of recommending EA spend time on giving synergies to Maul and Savage.
If you could find a way to strengthen Savage before Zeta without strengthening him at/after zeta (whether or not the strengthening involved Maul synergy), that might be fine. He's really pretty average at mid-to-high levels without zeta, and below average at low-to-mid levels. But even though I'd be okay with it, that doesn't mean I support spending time trying to tweak him when that work could go so many other more productive places.
More than anything, I'd like to see First Order, Resistance, and especially NightSisters get some new toons, and I'd like any new toons which do come out to be at least net-balanced gender wise so you don't get a trend of an already gender-skewed set of toons become even more gender-skewed.
