Because anyone with 25% or less health is probably going to die with the next attack anyways no matter what it is, and Savage was pretty much garbage before, and so now it's a useful skill. You still have to get through protection (which is usually higher than health) and then 50% of their health before you can KO them. Culling blade can do more damage than that and same with Execute, and those can be used situationally just like this move. This one requires you to have gotten through at least 75% of their effective health pool before you can kill them, which is a lot more work than putting up some irremovable DoTs and letting them stack HoTs before executing them from full health.
