Don't worry, it's just really shitty rng.
Believe me though, I feel your pain. I unlocked Slave I in December, the week prior to Christmas. It's now January 23rd, so lets say 31 days with the most conservative estimate. I'm now at 28/65. I buy it every refresh I see it, and I've never been short on currency. That means its popped for me in fleet shipment 7 times in 91 refreshes as the most conservative estimate. Likely its close to 7 times in 100 shipments.
