I suppose it might be necessary to define "carrot", and that the very definition may change from person to person.
If we were to put aside all skills and understand that they are interchangeable and could theoretically belong to any character in the canon, the challenge is finding the right one.
Further understanding that we have games, books, comics, shows and of course the movies with which to draw inspiration from...I'd say a carrot would be any character who has had a notable presence or impact in any capacity. Notable. If they had an actual name that increases their reasoning for a presence.
I feel like EA/CG has done a better job of this recently....well, up until the most recent anyway.
So many unused characters remain, however. Seriously. Pick a book, show or comic. You could mine it for only a few hours and undoubtedly easily find 2 or 3 characters to pull into the game and give excellent abilities without needing to resort to "scavenger" or "engineer" or "random synergied race X".
But then...I guess that would throw a wrench into the cog that is synergies of random races, wouldn't it? Cuz I know when I was a kid, I ran around shouting UTINNI at the top of my lungs instead of having lightsaber fights or blaster matches pretending to be a bounty hunter chasing down Solo.
Bounty hunter...huh. Where are they again? Oh yeah.
