Exactly. I think I read awhile back (read: a year or two ago) the plan was 4-5 seasons of Rebels. Back when I read the interview, they had the entire arc planned out. I agree with your statements. Rebels seems to exist as a standalone curiosity at the moment by virtue of how none of them have any OT or other canon or history, and as such...unless they are privy to insider info on how to treat them, I guess they have to step very lightly.

I do agree though. I would have expected at least one or two of them in game by now...but my guess is they'll treat them like TFA (and undoubtedly Rogue One) and just release them all at once. When? Who can say...but around the S3 premiere date would be a good time, you might think...
