Set7 Datacron stat- Tenacity Penetration

Given it is listen right under Armor Penetration, I'm sure it is Resistance Penetration and someone forgot to proof read their post

It's a Typo from Meathead using Find/Replace to correct using Accuracy/Resistance instead or Potency/Tenacity

It should increase the flat rate penetration value by the percentage, although I admit I’ve never fact checked this.

The flat rate value is subtracted from the target’s armor/resist flat rate values before using the diminishing returns formula to calculate the final armor/resistance.
