Shaak Ti and refreshing shipments

So over the last 4 days I have refreshed the shipments in order to complete Shaak Ti as soon as possible. I used both 50 crystal refreshes all 4 days.... and in those 8 attempts she never appeared. I ...

If you did at least I know it can happen. But it’s possibly the % chance of her showing up could be lower, no? Just asking questions...

I think there are at least 4 other characters in that slot, so you're looking at a 20% shot on any given refresh.
