There is a difference.
Any "accelerated" toon will retain it's current value of 15. So converting after the change doesnt give you the "full value".
Shard shop prices are doubled.
This means that any shards in limbo like the above will be worth less after the change, 1/2 the buying power.
The best scenario is to get all shards converted to shard shop currency, and let then get doubled, when the change happens (which just keeps them at equal buying power).
After that point, shard drops will be doubled, which helps them keep buying power from that point on.
