There's no guarantee on shard drops - sometimes you're just unlucky. My Piett was stuck on 93/100 for a week because I got nothing from any of the 35 battles I did. It's just luck, and it will change - sometimes you'll get 5, sometimes you'll get none - and sometimes, like some chap I've seen on reddit today who got 20 Juhani shards. That's just the way the dice roll.
