Ship speed
Does anyone have an idea what mods or whatever affect ship speeds? I can never tell whose going first in my fleet beca It changes evEry time.

If that's the case why do my ships change who goes first every fight? And why do some opponents go first when I have full 5 dot mods on everyone? MAKes no sense
