Probably. The best ships got nerfed and the worst ships got buffed in order to balance things out. I think.

Some people call it "balancing" - some call it "bait and switch". When the ships I had maxed suddenly have 2 more ability levels I have to upgrade to get them back to the level they were before, I simply call it "lame".
