pretty sure it's not working as intended since i just got whooped by a fleet that hasn't upgraded anything, and did twice the damage as my upgraded ships. did i mention they were the same ships (except i had Silencer)? so yeah, that sucked to see that it still ain't nothin but a RNG thang, baby.
