It seems kind of random to me. I have 2 pilots within 300 power of each other jedi consular and biggs. Biggs has 6200+ jc has 5959. Jc ship has 13000 power while biggs has 10000. Ships are 10 lvls apart but wouldn't the crew power be more for biggs? Same * ships. Characters 7* gear 8 lvl 72 and 73.
CP is calculated by not all toon stats but specific toon stats that are brought over from the toon to the ship (as ships have fewer stats). JC and AA are high contributors as their dominant stats are brought through whereas biggs has separate dominant stats that are un-related to ship stats and are thus not brought over... making his contribution lower
