Shock
So why is it that Kylo ren unmasked can heal even though he has shock on him. Almost every time I attack him with my empire squad he is able to heal for more health than I do damage.

He heals when he takes damage. Maybe the heal applies before the Shock lands in order of operations.
If Kylo is in the leader slot and has his lead zeta, he will be healing protection as well as health when you land a debuff. Shock won't prevent the protection recovery.
But OP specified that Kylo was recovering Health, unless they've had a mixup.
